A Smithsburg man was charged with DUI and hit and run after a citizen saw his vehicle ram two parked cars on Vienna Court early this morning and called police.

Authorities said after Michael Hartman,Jr., slammed into the vehicles, he left the scene, but an officer observed a vehicle matching the description provided by the caller and stopped his car on U.S. 40. Police said his car had heavy rear end damage and a completely broken out rear window. The witness was also brought to the scene and positively identified Hartman's vehicle as the one that had struck the two parked cars on Vienna Court.

Hartman failed a field sobriety test and was arrested.
