The National Weather Service has issued a flood watch for the Potomac River at Point of Rocks. Officials say flood stage could be reached by Friday afternoon.
A wind advisory has also been issued until 6 a.m. Thursday.
The strongest winds are expected before a cold front moves in late this afternoon and evening. Winds of 25 to 35 mph, with gusts of 45 to 50 mph are in the forecast.
The winds could be strong enough to bring down tree limbs and cause scattered power outages.
