The Frederick Board of County Commissioners announced the appointment of Charles Nipe as director of the Frederick County Public Works Division, effective Thursday, October 31,2013. He will manage approximately 185 full-time employees and oversee the Department of Highway and Facility Maintenance, the Department of Engineering and Construction Management and the Department of Fleet Services, as well as direct land acquisition, leases and sales of county properties.
Mr. Nipe has served as acting division director since May 1, 2013, upon the retirement of Thomas Meunier as division director.
Board President Blaine Young commented, "We commend Mr. Nipe on his very thoughtful and effective service to the citizens of Frederick County during his past 15 years with Frederick County Government. He has proven his skills in management, financial planning and project management and has our support to continue our objectives in this important position overseeing county public works projects."
Previously, Mr. Nipe served as department head of the Facilities and Project Services Department where he was responsible for capital and developer funded projects and managed service to 145 county-owned buildings. He also oversaw the Office of Property Management.
Prior to that, he was department head of the Construction Management & Inspections Department and before that served as the division chief over this same department.
Mr. Nipe began his service in Frederick County Government in 1998 as a contracts administrator.
Mr. Nipe holds a Master of Business Administration degree from Wilmington College, Del., a Bachelor of Science degree in industrial technology from Southern Illinois University, Del., and an Associate of Arts degree in electronics technology from Chesapeake College, Md.
His salary for this position is $127,433.
