Police also recover cash and heroin
Frederick Police have charged three people with narcotics offenses. Drug Enforcement Unit officers on Tuesday arrested Henry Albert Smith, 31, Shaley Nicole Moore-Bishop, 30, and Denver James Owens, 22, in the 900 block of West 7th Street. Smith is charged with possession of heroin. Moore-Bishop and Owens are both charged with distribution of heroin, possession with intent to distribute heroin, possession of heroin, conspiracy to possess heroin, conspiracy to possess heroin with intent to distribute and conspiracy to possess heroin.
Authorities say the trio was involved in a drug transaction when they were arrested.
All three are Frederick residents.
Police recovered 99 capsules of heroin with an estimated street value of $2,000. They also found $1,596 in cash on Owens' person.
