Thurmont Commissioners Not Happy With Proposed Changes To County's APFO

Thurmont Commissioners are expressing concern regarding the proposed changes to their County's Adequate Public Facilities Ordinance. The Frederick County Commissioners want to give builders of large projects the option to fold their APFO approval into the larger Developer's Rights and Responsibilities Agreements.

"My objection is, it by-passes the Planning Commission. I would prefer that the Planning Commission address any development as they should.  I think it should be that way in Thurmont, and I think it should be that way in the County," said John Kinnaird, Thurmont Commissioner.

Kinnaird is questioning the legality of enforcing the agreement. The town is accpeting public comment on this issue through the end of the week. Those comments will be sent in a letter to the Frederick County Commissioners.
