Both are wanted by other police agencies.
Two Rippeon, West Virginia residents were arrested in Frederick on Wednesday night.
Paula Schofield, 42, is charged with possession of heroin and drug paraphernalia; and she wanted by the Sheriff's Office for failure to appear in court.
Also apprehended was Alvin Jenkins, 39, whose wanted by Salisbury (Md) Police for failing to appear in court.
Frederick Police Drug Enforcement Unit officers say they were investigating a suspicious vehicle at a gas station at 400 South Jefferson Street. Authorities say two were inside of a car, but were not near any of the pumps.
During the arrest, cops say Schofield produced a syringe. Police also recovered a syringe cap, some cotton and an aluminum can with suspected heroin residue.
Both were taken to the adult detention center.
