Efforts were made to find housing before the operation began.

Cleanup got underway on Tuesday for an encampment along a stream in Westminster. The work was conducted by Carroll County Commissioner Richard Rothschild, Sheriff's deputies, field services personnel, Detention Center staff and inmates on work release.

Authorities say for almost two years, the site had been used an encampment by homeless people. But citizens complained about it, in particular the large amount of trash, and unsanitary conditions.

The Sheriff's Office says it had been working with citizens and local non-profits to find housing for these homeless individuals prior to the move.

The cleanup is expected to take several days, and authorities say the area will be returned to pristine condition.
