He died of natural causes at his home on Sunday.
Former Frederick Alderman David 'Kip' Koontz is remembered for serving on the city board from 2006 to 2009 and as a board member to many different organizations through out the community.
He died of natural causes at his home on Sunday at age 48.
Mayor Randy Mcclement said he was a good guy always willing to help out.
"It is very sad to hear the passing of Mr. Koontz, Kip, that he was our Alderman and very active in our city. Kip was a good guy, always willing to help you out and we are very sad to hear of his early passing," Mayor McClement said. "During the time Kip was on the Board of Alderman, we had our give and take back and forth. He was always a fair and reasonable person and wanted to listen to what you had to say."
The Mayor has asked that the City of Frederick Flag be flown at half-staff on for 24 hours beginning at sunrise on April 11th until sunrise on April 12th.
