A Frederick man was arrested Wednesday for leaving an infant and a toddler unattended in an apartment. Emmanuel Paul Johnson, 23, is charged with two counts each of child neglect, leaving children unattended and reckless endangerment.

Frederick Police responded to the Elmwood Terrace Apartments for a welfare check. Officer John Hoxie made contact with maintenance personnel, who said the children had been in the apartment for 20-30 minutes all by themselves. The maintenance personnel opened up the unit, where a six-month-old and a two-year-old had been left unattended.

As Officer Hoxie was talking with witnesses, the kids’ father came home. Authorities he was uncooperative, and would not produce any identification. Johnson was taken into custody.

The children’s mother arrived to take care of the two kids.
