They were picked up outside of the Wal Mart on Guilford Dr.
Two Thurmont residents were arrested on Monday afternoon on theft and drug charges.
The Frederick County Sheriff's Office says Jason G. Windsor, 28, and Kelly R. Beall, 25, were apprehended as they were coming out of the Wal Mart store on Guilford Drive in Frederick.
Deputies from the PACE (Pro-Active Criminal Enforcement) Team were conducting a patrol check of the Wal Mart when they saw Windsor, who was wanted on an open warrant from the Sheriff's Office. They observed Windsor and Beall heading into the store. They were apprehended after they walked out of the Wal Mart.
Authorities say Windsor had a Blue Tooth head set and a phone charger in his possession. Those items were stolen from the Wal Mart. He also was in possession of suspected cocaine residue. Beall had in her possession a phone charger taken from the Wal Mart, drug paraphernalia, and several Lorazepam pills, for which she had no prescription. Deputies say they also found drug paraphernalia in Beall's car, which was parked in the Wal Mart parking lot.
Windsor is charged with two counts of theft under $100, and two counts of possession of drug paraphernalia. Beall is charged with possession of drugs, theft under $100 and possession of drug paraphernalia.
The pair was taken to the Adult Detention Center for processing.
The stolen property and contraband were seized as evidence.
