Police say it's in connection with a shots-fired incident.

Frederick Police have charged one person in connection with a shots-fired incident last September, but he is not the shooter. Dorian Westley Harris, 21, of Frederick is charged with one count each of second-degree assault and robbery.

Officers responded to College Estates Park and Taney Avenue on September 4th, 2011 for the shots-fired incident. The victim told police he was robbed of his bicycle the day before by three African-American males. He told officers that he  got into an argument with the group, and Harris assaulted him. Police say the suspect picked up a shopping cart and slammed it into the victim's face. When he got up, the victim realized his bicycle was gone.

The next day he saw those same individuals and there was another confrontation. In that incident, a shot was fired. No one was hit.

Police are still looking for the shooter.
