Wayne Haines is charged with not complying with sex offender registration law.
The Carroll County Sheriff's Office is looking for a registered sex offender who failed to notify authorities of his change of address. Wayne Douglas Haines' last known residence was in Eldersburg.
He is a 30-year-old Caucasian, 5'8", 163 pounds with tattoos on his face.
He may be driving a white Ford Ranger with Pennsylvania registration of HYS-1411, or a green Ford Ranger, with Pennsylvania registration of YZ10654.
He is a self-employed tattoo artist.
Haines is also wanted in Virginia for theft-related charges.
