Two suspects were arrested late Friday morning following a strong arm robbery. Frederick Police say Gerald Omar Starlett, 18, of Chambersburg, Pa., and Devon Cleophus Williams, 27, who lists his address as the Frederick Travelodge, were taken into custody.

Officers say the victim was approached in the 500 block of Fleming Avenue by two men who took his I-phone. The victim was assaulted and the two individuals fled the scene.

Police set up a perimeter, and the two were located as they crossed Rosemont Avenue to Hood College. They were nabbed without incident.

Starlett is charged with strong arm robbery, theft, conspiracy to commit theft and 2nd-degree assault. Williams is charged with conspiracy to commit theft. The two were taken to Central Booking.
