Josh Russin is leaving and the Board of Aldermen say Joe Baldi will not replace him.

Some changes are happening at City Hall in Frederick.

Mayor Randy McClement announced Thursday that Josh Russin is resigning and wants Joe Baldi to take his place.

Russin is the Executive Assistant to the Mayor and gave notice about two weeks ago after accepting the position of Deputy Chief of Staff in Howard County.

Baldi was a Frederick City Alderman from 1994 to 2006.

Russin's last day will be November 21st. McClement was told by the Board of Aldermen late yesterday that they will not approve Baldi's appointment saying he lacks executive experience.

The Mayor says he is disappointed and will now have to make a decision as to which direction he will go.
