It was a Drug Enforcement Unit Operation.
Frederick Police Drug Enforcement Unit officers arrested a total of seven people on Wednesday. Authorities say they served a search warrant at a local motel after receiving complaints about individuals using heroin and cocaine in one of the rooms. They also made traffic stops in reference to the case.
Those arrested include Lloyd Chappell, 32, of Frederick. He's charged with possession with intent to distribute cocaine, possession with intent to distribute heroin, possession of cocaine, possession of heroin, and possession of paraphernalia.
Also arrested was April Lynn Payne, 29, of Frederick. She's charged with possession of cocaine, possession of heroin and possession of paraphernalia.
Dorothy Mae Fogle, 48, of Brunswick was also taken into custody. Police say a charge of possession of heroin is pending against her.
DEU personnel charged Lisa Fay Richards, 46, with possession of heroin.
Officers also arrested Mark Steven Herring, 32, of Beech Island, South Carolina. He's charged with possession of heroin.
Two Martinsburg, West Virginia women were also arrested in Frederick on Wednesday. Beverly Jean Hinzman, 31, is charged with possession of heroin and possession of paraphernalia. Shannon Marie Hester, 27, is charged with possession of marijuana.
Police say all suspects were taken to Central Booking for processing. Hester was cited and released from Frederick Police Department Headquarters. Fogle was taken to Frederick Memorial Hospital for a pre-existing condition. She is expected to be charged later, according to police.
