Baltimore, MD (JK) – A former Harford County Sheriff’s Office detective living in Carroll County was sentenced in federal court to 36 years in prison, followed by lifetime supervised release, for sexually exploiting two minors and possessing child sexual abuse material. 51-year-old Ryan Christopher Hall of Woodstock, Maryland, pled guilty to the charges in December 2025 and must also register as a sex offender for life.
Court documents indicate Hall abused the children for at least three years before 2017 and continued to exploit them by secretly recording explicit images and videos through 2024. He faces additional child sexual abuse charges in Carroll County Circuit Court.
The case was investigated under Project Safe Childhood, a federal initiative to combat child sexual exploitation, with coordination from Homeland Security Investigations, Carroll and Harford County Sheriff’s Offices, and other local and federal partners.
