Frederick County Grand Jury Returns Four Indictments

These cases now move to Circuit Court where trial dates will be scheduled.

Frederick, Md (KM) Four indictments were returned on Friday by the Frederick County Grand Jury, The four indictments are:

*Paul Francis Blaisse, 63, of Walkersville, Md. Who is charged with seven counts of promotion and distribution of child pornography; five counts of filming child pornography with a sex act; and 12 counts of possession of child pornography for offenses which occurred on March, 9th, 2018; July 19th, 2018, August 24th, 2018; March 27th, 2019; May 23, 2019, June 24th, 2019, June 24th, 2019 and December 18th, 2019.

*Scott James Stewart, 38, of Mount Airy, Md, who is charged with 1st-degree assault, 2nd-degree assault, reckless endangerment, and 4th-degree sex offense involving contact for an incident which an offense which occurred on July 12th, 2022.

*Timothy Laurens Zinchiak, 36, of Frederick, Md, who is charged with 1st-degree assault, 2nd-degree assault, reckless endangerment, two counts of possession of a regulated firearm, being disqualified from possession a shotgun, and illegal possession of ammunition for an offense which occurred on November 3rd, 2022.

*Tully Hamilton Washington, 44, of Clinton, Md., who is charged with using a firearm in drug trafficking; drug distribution with a firearm; possession of a firearm with a violent felony conviction; illegal possession of a regulated firearm; possession of drugs with a firearm; having a handgun in a vehicle; possession with intent to distribute cocaine; and possession of drug paraphernalia (crack pipe, digital scales) for an offense on October 25th, 2022.

These indictments move these cases to the Circuit Court where trial dates will be scheduled.

The State’s Attorney’s Office says indictments are a charging document alleging criminal conduct, and all defendants are innocent until proven guilty.
