Carroll County Deputy Assaulted After Arresting Two People Fleeing From Traffic Stop

Westminster, MD – On Friday, January 5th, 2024, at approximately 1:27PM, a Carroll County Sheriff’s Office Deputy conducted a traffic stop on Malcolm Drive on a gray Honda Accord for a suspected tint violation. The driver was identified as Vernette Cornecia Nicol Heggie, a 29 year old female with a Baltimore address. Also in the vehicle was a front seat passenger, identified as Kevron Letrai Evans, a.k.a. “Young Moose”, a 30 year old male with a Baltimore address.

After the Deputy made contact with the driver and passenger, they drove off and fled the traffic stop travelling Southbound on Rt 97.

Deputies remained in the area checking for the vehicle, which was eventually spotted again travelling Southbound on Rt 97 at a high rate of speed. The Deputy turned around and attempted to catch up to the vehicle, which was found to have crashed into an embankment in the area of Rt. 97 and Bartholow Road, with both occupants observed walking away from the vehicle. The passenger was detained, but while attempting to place the driver under arrest for fleeing, she resisted arrest and assaulted the Deputy. Additionally, Evans, even though handcuffed, attempted to interfere with the arrest. Both were eventually taken into custody.

Due to the vehicle collision, both Heggie and Evans were taken to Carroll Hospital Center as a precaution. While at the hospital, a clear gel capsule containing suspected heroin / fentanyl was found on Heggie.

The Honda was towed and a search warrant was applied for and granted. Numerous small baggies and packaging materials were located, as well as four small rocks of suspected crack cocaine.

Both Heggie and Evans were then transported to Carroll County Central Booking. In addition to traffic charges related to the initial traffic stop and fleeing, Heggie has been charged with:

Resisting/interfering with arrest

CDS Possession (not cannabis)

Assault, 2nd degree on law enforcement officer

Assault, 1st degree

Evans was charged with:

Assault, 2nd degree

Evans has since been released on bond, and as of this release, Heggie remains in custody at the Carroll County Detention Center.
