Nine Indictments Returned By Frederick County Grand Jury On Friday

These cases will now move to Circuit Court for trial dates to be set.

Frederick, Md (KM) The Grand Jury in Frederick County returned nine indictments on Friday., including one against Ricky Ray Hilton, Junior, 43, of Hagerstown.     He has been charged with possession with intent to distribute cocaine and possession of cocaine, possession of a firearm following a felony conviction, illegal possession of a firearm, possession of ecstasy and other offenses.

Hilton was arrested in Frederick County on Tuesday, January 2nd following a traffic stop. The Sheriff’s Office says deputies found a loaded handgun in his vehicle, and just over 60 grams of crack cocaine, a little over one gram of a white, powdery substance and ecstasy.  Authorities say Hilton is prohibited from possessing a firearm  due to prior convictions between 2002 and 2017

Two Cumberland  residents were indicted by the Grand Jury on Friday. Joshua Ian Cline, 47, and Gennifer Mae Frost, 39, were arrested on Sunday, January 14th along Interstate 70 near New Market. The Sheriff’s Office says more than 1100 grams of cocaine and ten grams of crack cocaine were located inside their vehicle.   Authorities say the street value of these drugs is $161,000.

The Grand Jury indicted Cline for possession of a large amount of cocaine; , possession with intent to distribute and possession of cocaine; and making a false statement to a police officer. Frost is charged with possession of a large amount of cocaine, possession with intent to distribute cocaine, conspiracy to possess a  large amount of cocaine and possession of cocaine.

Other indictments include:

*Tre Anthony Garrett, 31, of Germantown, who is charged with 1st-degree child abuse, neglect and indecent exposure for an incident which occurred on January 4th, 2024.

*Rory Littleton Saunders, 44, of Waynesboro, Pa., is charged with two counts of sex abuse of a minor for incidents which occurred between January 1st, 2010 to August 31s,t 2014.

*Fred Saloman Worku, 44, of Frederick, who is charged sexual solicitation of a minor; prostitution, and soliciting prostitution for an incident which occurred on January 5th, 2024.

*Rashad Hakeem Jones, 22, of Boyds, Md., who is charged with two counts of 1st-degree assault, use of a firearm in a violent crime, and possession of a firearm with a conviction of a crime of violence for an incident which occurred on November 8th, 2023.

*Mark Dwayne Moreland, 36, of Ridgely, WV, who is charged with possession of a large amount, distribution and possession with intent a fentanyl mixture; possession with intent to distribute and conspiracy to possess  with intent to distribute fentanyl for an  incident which occurred on December 8th, 2023.

*Jacqueline Camille Dean, 25, of Ridgely, WV, who is charged possession of large amount, distribution and possession with intent to distribute a fentanyl mixture, possession with intent to distribute and conspiracy to possess  with intent to distribute fentanyl for an incident which occurred on December 8th, 2023.

These indictments move three cases to the Circuit Court where trial dates will be scheduled.

The Frederick County State’s Attorney’s Office says indictments  are charging documents alleging criminal conduct, and all defendants are innocent until proven guilty.
