Winds gusting as high as 35 mph. * WHERE...Frederick MD, Carroll, Northern Baltimore and Northwest Harford Counties. * WHEN...From 3 AM to 1 PM EST Tuesday. * IMPACTS...Plan on slippery road conditions. The hazardous conditions could impact the morning commute. * ADDITIONAL DETAILS...Rain is expected to change to snow between 3 AM and 5 AM. Snow will be heavy at times, with rates of 1 to 2 inches per hour through mid morning Tuesday. Visibility may be reduced to less than one half mile at times.
