Rockville Man Arrested In Fatal Pedestrian Collision

He is charged with manslaughter by vehicle.

Gaithersburg, Md (KM) Charges have been filed against a Rockville man following a fatal pedestrian collision late last year.  Montgomery County Police say Jose Isaac Zelaya, 24, was arrested on Friday, May 3rd, and charged with manslaughter by vehicle, negligent driving, driving a vehicle in excess of reasonable and prudent speed on a highway and  failure to exercise due care to avoid a pedestrian collision.

On Tuesday, December 26th, 2023, police say Teresa Moreno De Mejia, 70, was struck by a vehicle operated by  Zelaya  while she  was  crossing Veirs Mill Road at Atlantic Avenue in Rockville.. She was also struck by a second vehicle. Both drivers remained at the scene.

Authorities say Zelaya was driving over the marked speed limit when he struck and killed Moreno De Mejia. The other driver was not charged.

Police say this collision remains under investigation.
