Suspect In Kidnapping, Rape From Seven Years Ago In Frederick Taken Into Custody

He is currently being held without bond.

Frederick Police Arrest Suspect for 2018 Sexual Assault and Kidnapping

Frederick, Md (KM) A suspect in a kidnapping and rape from seven years ago in Frederick has been apprehended. Police say Roberto Carlos Campos Roque, 43, is charged with kidnapping, 2nd-degree rape and 2nd-degree assault. He is being held at the Frederick County Adult Detention Center without bond.

During the early morning hours of March 24th and 25th, 2018, authorities say surveillance footage from the Cellar Door restaurant showed Campos Roque dancing with a woman shortly before the business closed. Due to intoxication, this woman was unable to stand on her own. Campos Roque and another man were seen dragging this woman toward the Cellar Door exit to his car.

Several hours later, the unconscious victim was removed from the passenger seat of a vehicle on Market Street. Two witnesses helped. After the victim was removed from the car, the driver, who witnesses say matched Campos Roque’s description,  drove away.

The woman was taken by ambulance to the hospital with injuries consistent with a sexual assault.

Frederick Police say a lengthy investigation into this incident lead to Campos Roque as the suspect, and an arrest warrant was issued  in September, 2019.   At that  time, his last known address was vacant. Investigators tried to locate him, but were not successful.

On June 30th of this year, a partner law enforcement agency notified Frederick Police that Campos Roque was in custody in Baltimore on an unrelated charged.   Detective Rebecca Skelly served the outstanding warrant against Campos Roque.  and took him into custody.

On Tuesday, July 1st,  he appeared before a District Court Judge and was ordered held without bond.

Authorities say the victim in this incident has been notified of Campos Roque’s arrest.
