Rockville Man Being Held Without Bond On Numerous Disturbing Sex Abuse Charges

Suspect is charged with aggravated cruelty to animals in addition to Peeping Tom and visual surveillance charges.

Frederick, Md. (DG) – A Rockville man is being held without bond on numerous disturbing sex abuse charges.

The investigation began on April 17th after a 15-year-old girl said a man recorded her while she was inside a changing room at the Westfield Montgomery Mall.

Police identified 32-year-old Javier Morales as the suspect and arrested him on May 15th. He was charged with peeping Tom and visual surveillance.

Officers obtained a warrant to search his phone and found child sexual abuse material and videos of Morales sexually abusing an animal.

Morales was arrested again and additionally charged with manufacturing child pornography, sex abuse of a minor, distribution of child pornography, aggravated cruelty to animals, and possession of child pornography.

Investigators believe there may be more victims and are urging anyone with information to come forward.
