Frederick County Traffic Stop Leads to Stolen Firearm Seizure and Two Arrests

Suspects arrested and firearms recovered after stop on I-70 Monday night.

FREDERICK, Md. – On July 21, 2025, at approximately 11:40 p.m., deputies from the Frederick County Sheriff’s Office (FCSO) conducted a traffic stop on I-70 eastbound that led to the recovery of a stolen handgun and the arrest of two individuals.

Deputies responded to a report of a dark-colored sedan driving erratically without lights on I-70 eastbound and stopped a black Chevrolet Malibu matching the description near Green Valley Road. The driver was identified as Willie James Robinson, 30, of Baltimore, and the passenger as Deshawn Bishop Manning, 21, of Baltimore.

While approaching the passenger side of the vehicle, a deputy observed a black handgun on the passenger floorboard. The firearm, identified as a Beretta 9mm with seven live rounds in the magazine, was later confirmed to have been reported stolen. Neither individual possessed a valid permit to carry a firearm, and Manning is prohibited from possessing firearms.

Both Robinson and Manning were transported to the Frederick County Adult Detention Center for processing. Manning and Robinson have been charged as follows:

Deshawn Bishop Manning, 21, of Baltimore

  • Possession of a handgun on person
  • Possession of a loaded handgun on person
  • Possession of a handgun in a vehicle
  • Possession of a loaded handgun in a vehicle
  • Possession of a firearm after a felony conviction
  • Illegal possession of ammunition
  • Possession of a stolen regulated firearm (to wit: a handgun)

Willie James Robinson, 30, of Baltimore

  • Possession of a loaded handgun in a vehicle
  • Possession of a handgun in a vehicle
  • Possession of a stolen regulated firearm (to wit: a handgun)
