Westminster Traffic Stop Leads to Drug Arrests, ICE Detention

Westminster, MD (DG) – Early Tuesday morning, a traffic stop in Westminster led to multiple arrests and a federal detention.

Around 10:45 a.m. on August 12th, Carroll County deputies pulled over a Mercedes sedan on Baltimore Boulevard near Bethel Road for having expired Texas registration plates.

A K-9 unit was called to the scene and gave a positive alert for suspected drugs. During the search, deputies found several plastic baggies containing what they believe is cocaine. The driver, 25-year-old Deyvid Berrios Castro, and front-seat passenger, 21-year-old Steven Portillo-Rivera, both from Westminster, were arrested and charged with possession of a controlled dangerous substance.

A rear-seat passenger faced no local charges, but deputies discovered he was wanted by U.S. Immigration and Customs Enforcement due to a national security matter. ICE responded and took him into custody. Authorities continue to investigate the incident.
