Attorney General Declines Charges in Howard County Fatal Shooting

Maryland’s Attorney General has declined to file charges after investigators determined a Howard County man who exchanged gunfire with police during a domestic disturbance last November died from a self-inflicted gunshot wound.


Frederick, MD (DG) – Maryland Attorney General Anthony Brown announced Monday he will not seek charges in a fatal officer-involved shooting in Howard County last November.

On November 30, 2024, police were called to the 10000 block of American Pharaoh Lane for a domestic disturbance. Investigators say 29-year-old Tyree Winslow fired a shotgun at the front door of a home before breaking in through a window.

Responding officers spotted Winslow at an upstairs window and ordered him to show his hands, but he refused. Police say gunfire was exchanged before a tactical team established a barricade. After several hours without contact, officers entered the home and found Winslow unresponsive with gunshot wounds. He was pronounced dead at the scene.

Investigators later determined Winslow’s fatal injury was self-inflicted. Multiple firearms were recovered, and no one else was hurt. After reviewing the case, the Attorney General’s office concluded the officers did not commit a crime under Maryland law.
