Maryland’s Attorney General announced no charges will be filed against officers after a man died in police custody in Hagerstown in October 2024.
Hagerstown, MD (DG) – Maryland Attorney General Anthony Brown says no charges will be filed in connection with an in-custody death that happened in Hagerstown last fall.
The case stems from October 26th, 2024, when Hagerstown Police and members of the Washington County Narcotics Task Force executed a search warrant on East Washington Street. Officers encountered 44-year-old Kelvin Baker outside the building, frisked and handcuffed him, then placed him in the back of a police cruiser without incident.
For nearly half an hour, officers monitored Baker from outside the vehicle. When one officer went to check on him, Baker was found slumped over and unresponsive. Police and paramedics tried to save him, but he was later pronounced dead at a nearby hospital.
The Attorney General’s Independent Investigations Division launched a review the next day and completed its work this August. After examining all the evidence, Brown’s office concluded the officers did not commit a crime under Maryland law and declined to bring charges.
