INTRO: The Justice Department is asking a federal judge to block California from counting 20-thousand mail-in ballots they claim were sent by noncitizens. California Attorney General Rob Bonta says he’s confident the judge will dismiss the request.

TAG: The Department of Homeland Security previously claimed there were 190-thousand alleged voters in California who weren’t citizens … a claim that state officials say is baseless. The Trump administration has also threatened California officials who count the suspected ballots with criminal investigations. Experts who’ve studied the phenomenon say it’s very rare for noncitizens to attempt to vote, and that there’s no evidence of mail-in voting being less secure than in-person voting.
