Frederick, MD (JK) – Frederick County Public Schools has been recognized as a Maryland “District on the Rise” in a national Education Scorecard analysis measuring post-pandemic academic recovery.
The study ranks FCPS among Maryland’s top-performing school systems from 2022 through 2025. FCPS placed in the 97th percentile nationwide for reading recovery and ranked third in Maryland for reading achievement and math recovery trends.
According to the report, FCPS students are learning at a rate of 1.11 grade levels per year, higher than both the Maryland and national averages.
The study also found FCPS students continue outperforming state averages in areas including MCAP testing, graduation rates, and Maryland Report Card scores. Nearly 73 percent of FCPS schools earned four or five stars on the Maryland Report Card, compared to about 41 to 43 percent statewide.
Education Scorecard also highlighted strong gains among several student groups and noted FCPS continues to maintain one of Maryland’s lowest dropout rates. The report identified Hispanic and Latino student achievement as an area for continued improvement
