Frederick, MD (JK) – A two-day human trafficking enforcement operation in Frederick County resulted in the arrest of one man on sex trafficking charges and the identification of numerous individuals believed to be victims of human trafficking.
The Frederick County Sheriff’s Office announced that detectives arrested 52-year-old William Dorsey of Toledo, Ohio, following a traffic stop during the operation. Dorsey was charged with sex trafficking and was transported to the Frederick County Adult Detention Center.
The operation was led by investigators from the Sheriff’s Office Criminal Investigations Section and focused on identifying indicators of human trafficking, disrupting criminal activity, and holding offenders accountable while maintaining a victim-centered approach.

A key part of the operation was the immediate availability of victim advocacy services. Representatives from the Sheriff’s Office Victim Services Unit, Heartly House, and Safe House Project worked alongside investigators to provide crisis intervention, safety planning, resource referrals, and support to individuals encountered during the enforcement effort.
The Sheriff’s Office said human trafficking remains a priority and that investigators will continue working with community partners to identify offenders, support survivors, and prevent exploitation throughout Frederick County.
