New details have been released in the deadly Germantown crash involving a stolen vehicle and a 13-year-old driver.
Montgomery County Police have identified the victim as 58-year-old William Vance Payne the Second, who was on his way to work when his car was hit by a stolen Kia Optima.
Investigators say the Kia was carrying seven juveniles, ranging in age from 12 to 15, and had been reported stolen from a nearby home hours before the collision. Payne died at the scene. The juvenile driver is hospitalized in critical but stable condition, and the other passengers were also taken to area hospitals.
The crash remains under investigation, with possible charges to be reviewed by the State’s Attorney’s Office once investigators complete their work.
