If you have ever asked a teenager to put down a phone and heard, “Just one more minute,” you already know how hard screen limits can be to enforce.
Now Meta has agreed to a sweeping child-safety settlement that could reshape how teens use Facebook and Instagram across much of the United States.
A judge approved the agreement on Aug. 27. Under the deal, Meta will put a default two-hour daily cap on teen use of Facebook and Instagram combined. It will also restrict most app access overnight. Meanwhile, parents will get stronger control over settings teens may want to change.
The agreement goes well beyond a screen time reminder. Here’s what will change, how the limits work, what Meta told CyberGuy and what parents can do now.

With the judge’s approval, the agreement is now in effect, but the new protections will roll out over the coming months. Most of the major requirements have a six-month compliance deadline, while some features are due sooner. Here’s how the biggest changes break down for teens and parents.
Meta will apply a default two-hour daily limit across Facebook and Instagram combined. Time spent scrolling on either app counts toward the total. In addition, Meta says it will count usage across multiple accounts when it detects that one teen operates more than one account.
Direct messaging, time spent in settings and qualifying long-form audio or video are excluded from the two-hour limit. Under the agreement, qualifying long-form content generally means audio or video that lasts at least 22 minutes and has not been artificially extended.
A teen can only turn off the two-hour limit with a parent’s permission. That creates a much firmer stopping point than another reminder that can be dismissed.
Night Mode will block most Facebook and Instagram activity from midnight to 6 a.m. During that window, teens will no longer be able to view or post to areas such as Feed, Stories, Explore or Reels.
Direct messaging will remain available. That exception lets teens continue communicating with friends and family. For families dealing with late-night scrolling, this could create a clearer boundary without requiring someone to change the setting every evening.
Meta will also disable push notifications by default from 10 p.m. to 7 a.m., except for urgent account security or platform integrity alerts. Parents using supervision can change that setting.
School Mode focuses on daytime distractions. From 8 a.m. to 3 p.m. Monday through Friday between Aug. 15 and June 15, Meta will mute most push notifications by default.
However, teens will still be able to receive direct messages. Meta will also allow account security and safety alerts during those hours. The idea is simple. A school day should come with fewer reasons to keep checking Instagram or Facebook.
Meta will also add more frequent reminders. Teens will receive a prompt after every 15 minutes of continuous screen time on Facebook or Instagram. In addition, Meta will send prompts when total daily use reaches 60 minutes and again at 90 minutes.
The settlement requires these prompts and pauses to be implemented within four months of the agreement’s effective date.
Those alerts arrive before a teen reaches the two-hour limit. As a result, the hard cap becomes the final boundary rather than the first warning.
The agreement also changes parts of the viewing experience. Teens will be able to choose a non-personalized feed as their default. That feed will avoid Meta’s recommendation systems when deciding what to show next.
Parents using supervision will be able to require that setting. Meta will also periodically remind teens that the option exists. Meanwhile, teens will be able to turn off autoplay. Parents will be able to require that setting too. With autoplay disabled, another piece of content will no longer begin automatically. The teen will need to tap or swipe to continue.
Meta will hide like and reaction totals by default for teen accounts. That applies to a teen’s own posts as well as content posted by other people.
The company is also expanding its restrictions on appearance filters. Meta already blocks teens from using cosmetic surgery filters. Under the agreement, teens will also lose access to what Meta calls extreme makeup filters. These changes target parts of the social media experience that can keep attention focused on appearance and social feedback.
Age verification sits at the center of these protections. A teen limit only works if the platform correctly identifies the person behind the account.
Meta says it will invest in stronger technology to find accounts that may belong to children under 13. The company also plans to improve systems that identify users ages 13 to 17 who enter an adult birthday. Once Meta identifies those accounts, it can place them into experiences designed for teens.
Still, age detection remains one of the biggest tests ahead. A system that regularly mistakes teens for adults could weaken many of the protections in the agreement.
Meta also plans to expand its parental supervision tools. For example, parents will receive a notification when a teen links a secondary account. The company also plans alerts involving interactions with accounts it considers potentially suspicious.
In addition, parents will get periodic updates about their teen’s usage and attempts to change protective settings. Those alerts could make it easier to catch changes without constantly checking a teen’s account.
Meta began rolling out Teen Accounts in 2024. Those accounts brought automatic protections to younger Instagram users and added more control for parents. Meta later expanded its teen safety approach across more of its services.
CyberGuy previously covered Meta’s expansion of Teen Accounts to Facebook and Messenger. Earlier tools leaned more heavily on reminders and configurable controls.
By comparison, the settlement creates stronger defaults. A teen who reaches the two-hour combined limit will need a parent’s permission to turn it off. For a household where “five more minutes” somehow turns into another hour, that could feel very different.
Meta describes the financial package as approximately $18 billion. Participating states would receive about 70% of the allocated payment, or roughly $12.7 billion, over 10 years.
The remaining 30%, about $5.3 billion, depends on TikTok and YouTube meeting two conditions. First, both companies would need to implement a one-hour Daily Limit, Night Mode and age-assurance measures. Second, each would need to make a matching financial payment.
Half of Meta’s remaining funds would be tied to YouTube’s payment. The other half would depend on TikTok. Meta argues that restricting teens on one platform has limited impact if they can immediately move to another app. That helps explain why two of its biggest rivals play such a prominent role in the agreement.
The executed agreement also includes Snap in the broader industry-adoption framework. However, Meta’s public explanation ties the matching financial-payment requirement specifically to TikTok and YouTube.
Meta responded to CyberGuy with additional information about the agreement, including an open letter calling on TikTok and YouTube to adopt the same framework. According to Meta, teens regularly move among many apps, so similar protections need to extend across the industry.
Meta Chief Legal Officer C.J. Mahoney made the same case in an on-camera statement provided to CyberGuy. He said, ” Because teens move fluidly across dozens of apps, we need an industry-wide solution.”
Mahoney also called on TikTok and YouTube to implement the framework right away. From a parent’s point of view, Meta’s argument is easy to understand. If Instagram closes after two hours while another social platform stays available, some teens may simply move their scrolling somewhere else.
That position also helps explain why TikTok and YouTube play such a prominent role in the settlement’s financial structure.
Participation from Snap, TikTok and YouTube could trigger stricter Meta limits under the agreement’s broader industry-adoption framework. The agreement requires most of its provisions to remain in place for 10 years. However, Meta’s Time Limit and Night Mode commitments initially run for five years.
If industry peers join the agreement, those commitments extend to 10 years. The defaults would get tougher too.
Meta says the Daily Limit would drop to one hour per app. Night Mode would expand from midnight through 6 a.m. to 10 p.m. through 7 a.m.
As a result, participation from Meta’s rivals could change both the length and strength of the restrictions.
Meta says social media platforms should not shoulder the entire age-verification process on their own. The company argues that app stores should provide developers with verified age information. According to Meta, that could help apps apply age-appropriate protections more consistently.
Meta also supports legislation that would require app stores to verify a user’s age and obtain parental approval before a teen downloads an app. That debate could become increasingly important as more platforms introduce age-based restrictions.
The agreement also creates outside oversight. An independent auditor will test Meta’s compliance and report to participating states. Those reviews will happen annually for five years.
Meta says the agreement will also establish an independent social media research foundation. The company says it will provide consented user data to the foundation for research into teen well-being. That outside review could help show whether the protections work once they reach millions of accounts.
A judge approved the settlement on Aug. 27. While the new requirements will roll out over the coming months, families can review their teen’s social media settings today. Here are several places to start.
Meta’s supervision tools give parents access to additional controls and account information. Once supervision is connected, parents can review available safety settings and manage certain protections. Explain what you want to protect and why.
Open the phone’s screen-time dashboard and look at the numbers together. You may discover that Instagram or Facebook takes up less time than expected. Another app could be responsible for a much larger share of the day. Then, use those numbers to set limits that reflect how the phone is actually being used. Look at who can follow, message or tag your teen. Meta says it will continue using private defaults for teen Instagram accounts. Facebook will also keep restrictive default settings for teens. Meanwhile, the company plans to make it harder for potentially suspicious adults to find or interact with younger users. Also review followers your teen no longer recognizes.
Meta says teens will remain in age-appropriate content settings by default. The company also plans to continue restricting interactions with accounts it considers inappropriate for younger users. Parents using supervision should check those controls periodically.
Facebook and Instagram make up only part of a teen’s digital day. Apple Screen Time and Google Family Link can add device-level limits. Those controls become especially useful when a teen moves from one social app to another. As a result, parents can create boundaries that extend beyond Meta’s platforms.
Meta’s Night Mode will add an overnight barrier inside Facebook and Instagram. Families can add another layer by charging phones outside bedrooms or keeping them in a shared space overnight. A simple routine can also reduce the nightly debate over when the phone goes away.
The two-hour cap will probably grab the most attention because it creates a clear stopping point. However, the bigger change may be how many of these protections will start turned on by default.
For teens, that could mean more interruptions during long scrolling sessions, fewer overnight opportunities to browse feeds and less pressure from notifications during school hours.
Parents will also gain more visibility when a teen tries to change certain settings. Meanwhile, Meta will face independent compliance reviews during part of the agreement period.
Age detection remains a key challenge. If a 15-year-old can easily convince the system that an account belongs to an adult, many of these protections become much easier to avoid. For that reason, the rollout will tell us far more than the announcement alone.
I have watched social media companies add parental controls for years. One recurring problem keeps coming up: Parents have to find the controls before those tools can help. This agreement puts more protections on by default. A two-hour limit that requires parental permission to disable feels very different from another screen-time reminder. The overnight block could also give families some backup when late-night scrolling becomes a constant battle. I understand Meta’s argument about TikTok and YouTube too. If one app closes the door while other major platforms remain available, a teen may simply move on to the next feed. Still, the real test comes as these protections roll out over the coming months. I want to see how accurately Meta identifies teen accounts and how difficult these limits are to bypass. Parents should view these tools as backup, not autopilot. Settings can create useful boundaries, but conversations at home still have to carry much of the load.
