Frederick Man, Three Others, Arrested For Sexual Solicitation

They could face prison time and/or fines if convicted.


A Frederick man is one of four suspects arrested this week by the Maryland State Police Internet Crimes Against Children Task Force for sexual solicitation of a law enforcement officer who was posing on line as a minor.

Rafael Constante, 28, of the 5000 block of Drawbridge Court in Frederick was arrested on Wednesday in Howard County. Tracey Dove, 49, of Annapolis were taken into custody on Thursday in Saint Mary’s County. On Tuesday, Ryan Parham, 31, of Columbia,  and Alexander Christensen, 24, of Glen Arm, were also arrested Tuesday in different locations in Howard County.

State Police say the Internet Crimes Against Children Task Force was conducting a pro-active operation involving the solicitations of minors where an undercover officer was posing as a minor on line. All four men agreed to meet with the person they thought was a child for sexual activity. When they showed up, the men were arrested.

If convicted, the four men could be sentenced to up to ten years in prison, and face up to $25,000 dollars in fines.
