He will be required to register as a sex offender for life.

Frederick, Md (KM). A Prince George’s County man was sentenced on Tuesday in Frederick County Circuit for 2nd-degree rape. Llosvani Galvez, 32, of Temple Hills, was given 20-years in prison, with all but 12-years suspended. He will also be placed on three-years supervised probation when he’s released, and must register as a sex offender for life.

The Frederick County State’s Attorney’s Office says Galvez was arrested in August, 2016. A Sheriff’s Deputy was sent to the Arrowhead Court area to investigate reports of a rape. The victim told authorities her on-again, off-again boyfriend, asked her for sex, but she continuously told him no. She was raped The victim was taken to Frederick Memorial Hospital where she underwent a sexual assault forensic exam.

Galvez was identified as a the rapist with the help of recorded phone conversations and text messages, says Smith. He says this evidence revealed that it was a forcible rape and the victim did not consent.

Galvez was convicted of 2nd-degree rape on February 10th,2017  after a jury trial. During the trial, Smith says the defendant tried to convince the jury that the sex was consensual. “At least he thought that he convinced  the jury, a boyfriend-girlfriend, she said kinda yes, maybe said no. Obviously, this is very much a forcible rape,” he says.

All in all, Smith says the State is satisfied with the sentence. “Hopefully that will send a message that when she says no, whether she’s a girlfriend on or off again or not. It doesn’t matter. Woman says no; that means no. And if you choose to have sex with her after that, we’re going to prosecute you for rape,” he says.
