Police Arrest Disorderly Individual

Officers say he was yelling at citizens and threatening them.

 

 

Frederick, Md (KM) A Frederick man is charged with disorderly conduct and resisting arrest for an incident on Wednesday. Norman Brandon Hinkley, 31, was arrested for yelling at citizens and threatening them.

Police say Hinkley walked from South Jefferson Street to Madison Street, attempting to get residents to fight with him. When officers attempted to diffuse the situation, authorities say Hinkley went into the middle of Madison Street, blocking vehicles and yelling. He resisted arrested and clenched his arms.

Hinkley was taken into custody and transported to the local Detention Center for processing.
