Frederick Police Being Sued By Officer After He Says They Violated His Constitutional Rights

Officer Daniel Sullivan claims the department conducted an internal investigation into him without proper protocol after he refused to cancel a Blue Lives Matter Rally.
FREDERICK, Md. (DG)  A Frederick City Police Officer is suing his department and several superiors for violating his constitutional rights after he organized a ‘Blue Lives Matter Rally’ last year.

Daniel Cox, who is the attorney representing Officer Daniel Sullivan, described the rally and said it was held after police officers were gunned down in Dallas, Texas and Baton Rouge, Louisiana.
“And also had some speakers and great opportunity for dialogue even between some of the counter protestors that came, allowing them to come over and have free pizza and ice cream. So, it actually turned out to be an excellent event, and the purpose was again, to support the widows and the children of the fallen police,” said Cox.

Cox said Frederick Police discouraged attendance at the rally and encouraged Sullivan to cancel the event. When that did not happened – Sullivan claims the department conducted an internal investigation into him without proper protocol.

“And the defendants are alleged to have caused what’s called ‘a prior restraint’ against my client, on his own time as a public citizen, from participating and hosting the Blue Lives Matter Rally,” said Cox.

Sullivan is seeking $20 million in damages for alleged intimidation and defamation.

He joined Frederick Police in 2004.
