Woman Involved In Burglary That Led To Fatal Police Shooting Enters Plea

She’s expected to be sentenced April 3rd.

 


Frederick, Md (KM) A woman who was involved in a burglary which led to a traffic stop and a fatal police shooting last summer was in court on Thursday. Shyann Outen, 29, of Woodbine pleaded guilty to 1st-degree burglary. She’s expected to be get 20 years behind bars with all but five years suspended when she’s sentenced on April 3rd. .

Outen was arrested in July, 2017 after officers observed after officers with the Howard County Police Repeat Offender Proactive Enforcement (ROPE) observed a residential break-in at Manor Drive South on the Frederick County side of Mount Airy. The Howard County Police Officers contacted the Frederick County Sheriff’s Office to report the burglary. They were told to initiate a traffic stop.

Outen’s van was pulled over along Penn Shop Road near Route 27. “The detective with that unit witnessed that the defendant committed a burglary. So the Howard County Police Officers conducted a traffic stop of the vehicle that the defendant was driving, and stolen property was located inside the vehicle,” says State’s Attorney Charlie Smith.

But police say Outen rammed her van against an undercover vehicle,and began driving toward three officers who were outside of their cruisers. Two of the officers fired on the vehicle, killing a passenger inside, Cody Mitchell of Damascus. Outen was not hurt, authorities say.  The officers were also unharmed.

Smith says the state is satisfied with the outcome of this case. “Five years is a substantial penalty in the Division of Correction for a 1st-degree burglary. But bear in mind she is a repeat offender. This is not an isolated incident so she go what she deserved,” he says.

Outen is also facing charges in Howard, Carroll and Montgomery Counties, and will continue to be held without bond, Smith says.
