Former Teacher Pleads Guilty To Production Of Child Pornography

He’s scheduled to be sentenced in May, 2019.

 

Baltimore, Md (KM) A former Carroll County public school teacher pleaded guilty on Tuesday in US District Court in Baltimore to production of child pornography. Kenneth Brian Fischer, 40 admitted to enticing minor males to engage in sexually explicit conduct with him, and took images and videos documenting that conduct.

The US Attorney’s Office says Fischer was arrested on September 13th, 3017, and has been in custody since then.

Federal officials say in August, 2017, Fischer communicated with an undercover officer posing a minor on a social networking site geared toward gay and bisexual men. In chats, Fischer tried to arrange a meeting with the undercover officer to engage in sexually explicit activities.

Law enforcement officials served a search and seizure warrant on Fischer’s home in Westminster, and confiscated electronic devices. They learned from Fischer’s cell phone that he had been communicating with minors beginning inĀ  November, 2014,. and continuing through September, 2017.

The US Attorney’s Office says Fischer admitted he enticed minor boys to engage in sexually explicit conduct with him, and took videos and images documenting that conduct. In additional, he attempted to obtain and did obtain sexually explicit photos with the boys made at his request. In one incident, officials, say Fischer exchanged nude photos with a 13-year-old boy.

As part of his plea agreement, Fischer will be required to register as a sex offender in places where he lives or attends school.

Sentencing is scheduled for May 20th, 2019 in US District Court. If the judge accepts the plea agreement, federal prosecutors say Fischer could be sentenced to a minimum of 15-years in prison, or a maximum of 25-years. He will also be required to pay a special assessment of $5,000.
