Frederick County Grand Jury Hands Down 11 Indictments On Friday

One is for a Frederick man in a sexual assault 20 years ago.

 

Frederick, Md (KM) The Frederick County Grand Jury on Friday handed down 11 indictments on Friday, including one for a 20-year-old sexual assault.

Kevin Gibbons, 43, of Frederick, is charged with 2nd-degree rape and 2nd-degree sex offense for a sexual assault which occurred on January 1st, 1999. State’s Attorney Charlie Smith says it happened at a New Year’s party where victim had been drinking and became intoxicated. She woke up and found someone have sex with her. That individual fled the scene.

Smith says investigators found semen on the victim’s underwear which matched that of the suspect. But investigators weren’t able to find that individual and the case was suspended.

“Finally, at some point in time, another deputy reopened the case, and later last year, was able to dig where he was through some great investigation work, and was ultimately charged for that particular offense,” he says.

There were two child pornography cases considered by the Grand Jury. In one, Felix Cleyze Medard Antsouony, 44, of Frederick, was indicted for possession and promotion of child pornography, and four counts of possession of child pornography for an offense which occurred on September 20th, 2018. . “They {police}did a search warrant on the defendant’s house. They seized his cell phone. They also did a forensic download of his phone and his computer, and what they found was not good,” says Smith.

Another child pornography case involved Daniel Scott Trueblood, 37, of Mount Airy, who was indicted on eight counts of possession of child pornography, and three counts of distribution of child pornography for an incident which occurred on February 27th, 2018. . “He was sharing child pornography on line, unfortunately,” says Smith. “The defendants were in the chat room in which he was sharing it. They {police} were able to see what he was sharing. So again, got a search warrant, went to the house, foundĀ  tons of child pornography on his computer,”‘ Smith says.

There were several drug cases before the Grand Jury. William Joseph Jones, 30, of Woodsboro, was indicted for distribution, possession with intent to distribute and possession of heroin and fentanyl, and distribution and possession with intent to distribute a fentanyl heroin mix. “This was actually pretty longstanding drug trafficking investigation,” says Smith. “They {police} are able do the canine stop based upon that investigation, and obviously found a lot of dope on him.”

In another case, the Grand Jury indicted Allan Lionell Frazier, 51,of Frederick for possession with intent to distribute cocaine and marijuana, and possession of pot. He’s also charged with illegal possession of ammunition, use of firearm in drug trafficking, two counts of possession of a firearm with a felony conviction three counts of possession of a rifle with a felony conviction and possession of a shotgun with a felony conviction for an incident which occurred on December 19th, 2018.

Other indictments by the Grand Jury include:

* Joseph Devon Lawrence, 38, of Laurel, Md., whose charged with possession and possession with intent to distribute heroin, and possession with intent to distribute and possession of cocaine for an incident which occurred on December 20th, 2018.

* Ryan Allen Mascaro, 33, of Frederick, Md., whose charged with two counts each of 2nd-degree child abuse and 2nd-degree assault for an offense which occurred on December 16th, 2018.

* Ja-Seye S. Stephens, 19, of Hagerstown, Md, whose charged with possession and possession with intent to distribute more than ten grams of marijuana, giving a false statement to a police officer, and obstructing and hindering for an incident which occurred on December 12th, 2018.

* John Francis Blaskowski, 49, of Frederick, Md. whose charged with 2nd-degree child abuse, 2nd-degree assault and violation of a protective order for an incident which occurred on November 25th, 2018.

* Michael Kayo Sink, 24, of Waynesboro, Pa. whose charged with 1st-degree assault and 2nd-degree assault for an incident which occurred on December 25th, 2018.

* Brandon Lee Knill, 37, of Smithsburg, Md, whose charged with three counts each of 1st-degree assault, and 2nd-degree assault, and two counts of malicious destruction of property more than $1,000.

The indictments move these cases to the Circuit Court where a trial date will be scheduled.
