Thurmont, Md (KM) A Frederick woman was killed in a two-vehicle crash Wednesday afternoon. State Police say Melissa Phelps, 43, was traveling northbound along Route 15 near Orndorff Road between Thurmont and Emmtsibrug when her Honda Insight struck a Chevrolet Impala operated by Savanna Notto, 18, of Gettysburg.
Troopers say Notto had stopped her car within the center crossover of Route 15. Her Chevrolet entered the northbound lanes of Route 15 when it was struck. on the right side. That caused Phelps’ Honda to lose control, travel across northbound Route 15, and enter the right shoulder and the drainage ditch. The Honda overturned on the driver’s side. Phelps was partially ejected. She was pronounced dead at the scene.
State Police say Phelps was not wearing a seatbelt.
Notto was not hurt.
State Police say charges are pending.
