Grand Jury Indicts Frederick Man For Murdering His Mother

Two others indicted on child pornography charges

Frederick, Md (KM) The Frederick County Grand Jury returned three indictments on Friday.

The panel charged David Frederick Miner IV, 19, with 1st- and 2nd-degree murder for the death of his mother, Samantha Annette Miner, 45. State’s Attorney Charlie Smith says the incident happened on April 19th, 2020 at the family’s home on Deerfield Place “where he stabbed his mother to death with a kitchen knife; plunged into her throat, causing her death. Extremely sad case but one that the Grand Jury indicted him on counts of 1st- and 2nd-degree murder, 1st- and 2nd-degree assault times three, and resisting arrest.”

Also indicted was Gary E. Davis, 47 of Monrovia, whose charged with six counts of promoting and distributing child pornography with intent to possess for an incident which occurred on January 24th, 2020. “The Sheriff’s Office was contacted by the FBI to help investigate the defendant. He was identified as in a sting operation as  being involved in the distribution of child pornography on what they call a KIK App. The investigation led to his arrest and ultimately to his indictment,” says Smith.

The Grand Jury also indicted William Bud Fogle, 36, of Thurmont, charging him with ten counts each of promotion and distribution with intent to possess child pornography, and possession of child pornography. That’s for an incident which occurred on February 10th and 11th.

Smith says this case also involved the use of an  app. “Frederick County Sheriff’s Office received a cyber tip from NIC-MIC, the National Center for Missing and Exploited Children,  about child pornography material that was being distributed on the KIK App,” he says. “They investigated it that revealed his conduct which ultimately led to his indictment on those charges.”

These indictments move these cases to the Circuit Court where trial dates will be scheduled. Court houses around Maryland have been closed to the public due to the COVID-19 pandemic, but many of these restrictions are being lifted. Smith say jury trials are expected to resume in October, 2020.
