Frederick County Grand Jury Returns Nine Indictments On Friday

Frederick, Md (KM) Nine indictments were returned on Friday by the Frederick Count Grand Jury.

The panel charged Stephen Christopher Powell, 27, of Silver Spring,  with two counts each of 1st-degree assault, 2nd-degree assault and reckless endangerment. The other charges against Powell are possession of a firearm with a felony conviction, handing a handgun on his person, use of a firearm in the commission of a crime of violence and illegal possession of ammunition.

State’s Attorney Charlie Smith says this was for an incident which occurred on November 2nd, 2020 in Frederick. “It was a revealed that a female victim actually suffering  a non-fatal gunshot to her foot,” he says. “So they {police} went over there. They saw a blood trail running from the location where the victim was shot at her apartment. They were able to recover a handgun. And Mr. Powell is a prior felon so that is an offense and he was indicted for that.”

Another indictment was filed against Terence Tyrelle Kerns, Jr., 31, of Frederick. He’s charged 1st-degree assault, 2nd-degree assault, reckless endangerment, possession of a firearm with a felony conviction, use of a firearm in a crime of violence, having a handgun on his person and illegal possession of ammunition. Smith says this was for an incident which occurred on June 10th, 2020 at the Country Hill Apartments just off of Heather Ridge   Drive. “There was a report of a firearm being discharged. When they {police} got over there, their investigation led them to Mr. Kerns. Apparently, the defendant had shot at the victim. The victim fled. The defendant, again, cannot possess a regulated firearm based on his criminal  history.”

The Grand Jury also indicted Richard Curtis Ferguson, 38, of Monrovia, whose charged with 1st-degree assault, two counts of 2nd-degree assault, reckless endangerment, solicitation of witness influencing in a crime of violence and obstruction of justice. This is for an incident which occurred on November 27th, 2020, when Ferguson got into an argument with huis girlfriend. “They woke over his ankle monitor bracelet beeping, of all things” says Smith. “They begin to argue about money, among other things, he decides he’s going to strangle her. He actually assaulted the mother when she attempted to break up the fight. And then he attempted to influence the outcome of matters. So hence those charges are well.”

There was also a very serious child abuse case before the Grand Jury. Cedrick Corneillus Davis, 39, of Frederick, whose  charged with child abuse resulting in severe physical injury. State’s Attorney Charlie Smith says this was for an incident which occurred on November 11th, 2020, and was investigated by Frederick Police. “where they responded to Johns Hopkins Hospital in Baltimore for a report a young child only seven-months old and his brain bleeding. So the investigation revealed that the injuries weren’t consistent with any medical condition or accidental trauma,” Smith says.

Three co-defendants identified as Duane Arnold Addison, 19, of Frederick, Chelsea Ramirez Figueroa, 28, of Frederick, and Travis William Lee Folsom, 26, of Frederick, were indicted  as co-defendants.

*Addison is charged with two counts each of armed robbery, conspiracy to commit armed robbery, robbery, conspiracy to commit robbery, 2nd-degree assault and use of a firearm in a violent crime. He’s also charged with possession of a regulated firearm by someone under 21, illegal possession of a handgun and having a handgun on his person. Addison is also charged with two counts of each theft between $100 and $1500 and conspiracy to commit theft between $100 and $1500.

*Figueroa is charged with two counts each of armed robbery, conspiracy to commit armed robbery, robbery, conspiracy to commit robbery, theft between $100 and $1500 and conspiracy to commit  theft between $100 and $1500. She also charged being an accessory after the fact for armed robbery, and being an accessory after the fact for robbery.

*Folsom is charged with two counts each of armed robbery, conspiracy to commit armed robbery, robbery, conspiracy to commit robbery, 1st-degree assault, 2nd-degree assault, theft between $100 and $1500 and conspiracy to commit theft between $100 and $1500.

The incident the three are charged with occurred on November 22nd, 2020.

Another indictment was returned against Isaia Dominick Jackson, 35, of Frederick, whose charged with distribution  of drugs with a firearm, use of a firearm in a drug trafficking crime, possession with intent to distribute cocaine, possession with intent to distribute hydrocodone, possession with intent to distribute alprazolam, altering the identification on a firearm, having a loaded handgun in a vehicle, having a handgun in a vehicle, possession of cocaine, possession of hydrocodone and possession of alprazolam, for an incident which occurred on May 22ndl, 2020.

Robert Larry Bennett, 83,of Mount Airy, was indicted on Friday for two counts of 3rd-degree sex offense for an incident which occurred on July 1st, 2013. Smith says the victim in this case was seven-years old.

The indictments move these cases to Circuit Court where trial dates will be scheduled. But jury trials have been suspended in Maryland due to the COVID-19 pandemic.
