Family Of Carroll County Murder Victim Offers Reward For Arrest & Conviction Of Suspect

The murder happened in 2003.

Westminster, Md (KM) The family of a murder victim in Carroll County is offering a $20,000 reward for information leading to an arrest and conviction in this case.   Richard Atkins , 30, of Westminster was found beaten to death on December 29th, 2003 in his apartment in the 100 block of East Main Street.

State Police investigators say it looks like robbery was the motive. . Authorities say an individual or individuals responsible for Atkins’ death went his apartment on December 27th, 2003 looking for money. When he turned down their request, he was beaten with a blunt object. Cash and some DVD’s were stolen from Atkins’ apartment.
