Hagerstown Man Who Had Gun At Urbana Carnival Indicted By Frederick County Grand Jury

It was one of 11 cases considered by the Grand Jury on Friday.

Frederick, Md (KM) The Frederick County Grand Jury returned 11 indictments on Friday. The panel charged Maquis Desade Scottland, 19, of Hagerstown, with  drug offenses, firearms charges, failing to obey the lawful order of a police officer,  and obstructing and hindering a police officer.

State’s Attorney Charlie Smith says Scottland was arrested in July by the Sheriff’s Office at the Urbana Carnival. :”He was observed there to have the outline of a handgun in a fanny pack slung over his shoulder,” says Smith. “So they approached him. He winds  up running away from them. They were able to track down and arrest him. And, of course, they conducted a search and recovered the handgun and a bunch of drugs on him”

Also  Norris Bernard Ellis, 57, of Walkersville, was indicted for 1st-degree rape, 1st-degree assault and 2nd-degree assault. He was arrested for a rape which occurred in downtown Frederick on July 4th, 2021, 

Another indictment was against Keylen Marquise Morrison, 19, of Frederick. “He was indicted on using a firearm during a drug trafficking crime, as well as related charges: CDS distribution, marijuana as well as {driving} while being suspended……..and unfortunately, also, possessing a firearm with a prior felony conviction,” says Smith.

Other indictments on drug offenses include two co-defendants. David Allen Downs, 39, of Frederick, Md., whose charged with possession of a firearm after being convicted of a crime of violence; use of a firearm in drug trafficking; illegal possession of ammunition; possession with intent to distribute heroin; possession of heroin; distribution and possession with intent to distribute a fentanyl/heroin mix;’ possession with intent to distribute fentanyl; possession of fentanyl;’ possession with intent to distribute. Buprenorphine; possession of Buprenorphine for an incident which occurred on August 10th, 2021.

The other co-defendant is Ralph Lamont Jennings, Jr., 37, of Baltimore, Md, whose charged with possession of a firearm with a felony conviction; use of a firearm in a drug trafficking crime; illegal possession of ammunition; possession with intent to distribute heroin; possession of heroin; distribution and possession with intent to distribute a fentanyl/heroin mix; possession with intent to distribute fentanyl; possession of fentanyl; possession with intent to distribute cocaine; possession of cocaine; possession with intent to distribute cocaine; possession with intent to distribute Oxycodone Hydrochloride; possession of Oxycodone Hydrochloride; possession with intent to distribute Buprenorphine; possession of Buprenorphine; possession of Clonazepam; and possession with intent to distribute Clonazepam for an incident which occurred on August 10th, 2021.

Smith says there was also a sex offense case involved minors. The Grand Jury indicted Jose Alexander Diaz-Rodriquez, 21, of Thurmont, whose charged with 3rd-degree burglary; 4th-degree burglary; 3rd-degree sex offense; 2nd-degree assault; attempted 3rd-degree sex offense; and 2nd-degree assault. . “Apparently, allegedly, enters his home at night, got into to bed with two young children. The mother actually entered the room in the morning and discovered the defendant. The defendant had, unfortunately, touched the children as they were sleeping,” Smith says.

Other indictments included:

*Agustin G. Perez-Y-Perez, 38, of Frederick, whose charged with one count of 1st-degree assault, and two counts of 2nd-degree assault for an incident which occurred on August 8th, 2021.

*Sean Christopher Dutton, 18, of Frederick, whose charged with possession of a controlled dangerous substance on school property (marijuana); possession with intent to distribute marijuana; possession of controlled dangerous substances production equipment (packaging materials, digital scale and vacuum sealer for marijuana) and possession of ten grams or more of marijuana for an incident which occurred on June 9th, 2021.

*Tyree Ronnell Deangelo Haynes, 21, of Frederick, whose charged with possession with intent to distribute fentanyl; possession of fentanyl and possession of paraphernalia (scale) for an incident which occurred on April 26th, 2021.

*Lonnie Randall Liles, 46, of Bad Axe, Michigan, whose charged with sex abuse of a minor, 1st-degree assault and 2nd-degree assault for an incident which occurred on August 9th, 2021.

*Travis William Murphy, 28, of Rocky Ridge, Md., whose charged with 2nd-degree child abuse, 2nd-degree assault and reckless endangerment for an incident which occurred on July 1st, 2021.

These indictments move these cases to Circuit Court where trial dates will be scheduled. Prosecutors say indictments are charging documents and all defendants are innocent until proven guilty.
