The National Weather Service in Sterling Virginia has extended the

  Northwestern Carroll County in north central Maryland...
  Eastern Frederick County in north central Maryland...

* Until 400 PM EDT Thursday.

* At 914 AM EDT, The Frederick County 911 Center has reported
  numerous roads closed due to high water. Between 3 and 5 inches of
  rain have fallen. The Monocacy River at Bridgeport continues to
  rise above flood stage, which means that Baptist Road near
  Bridgeport is flooded. The water level along the Big Pipe Creek at
  Bruceville continues to rise above flood stage, which means that
  Keysville-Bruceville Road is flooded.
