Frederick County Grand Jury Returns Six Indictments On Friday

These cases now move to Circuit Court.

Frederick, Md (KM) Six indictments were returned on Friday by the Frederick County Grand Jury. Those individuals are:

*Thomas Lester Meyers, 37, of Frederick, Md. who is charged with sexual solicitation of a minor, and displaying obscene material to a minor for an incident which occurred on April 27th, 2023.

*Elida Lawison Rwevemamu, 30, of Frederick, Md., who is charged with 2nd-degree child abuse by a custodian,  and 2nd-degree assault for an incident which occurred on February 21st, 2023.

*Kathleen E. Reightler, 43, of Knoxville, Md., who is charged with 1st-degree child abuse with severe physical injury, 2nd-degree child abuse by a custodian, 1st-degree assault and 2nd-degree assault for an incident which occurred on March 14th, 2023.

*Douglas Paul Otto, 31, of Essex, Md., who is charged with sex abuse of a minor,  and two counts of 2nd-degree rape for an incident which occurred on April 18th, 2019.

*Stephen Ikechukwu Onvibe, 45, of Frederick, Md. who is charged with attempted 2nd-degree rape, 4th-degree sex offense and 2nd-degree assault for an incident which occurred on March 10th, 2023.

*Jonathan Todd Woodley, 56, of Frederick, Md, who is charged with 1st-degree assault, 2nd-degree child abuse  by a custodian, 2nd-degree assault and reckless endangerment for an incident which occurred on April 13th, 2023.

These indictments move these cases to Circuit Court where trial dates will be scheduled. The State’s Attorney’s Office says indictments are charging documents alleging criminal conduct, and all defendants are innocent until proven guilty.;
