Baltimore, Md I(KM) A former Carroll County substitute teacher and volleyball coach has pleaded guilty to sexual exploitation of a child. The US Attorney’s Office for Maryland says Evan Thomas Harris Frock, 34, of Taneytown, posed as a teenager on several social media accounts. He used those accounts to communicate with children and encourage them to produce and send him images and videos of themselves engaged in sexually explicit activities. This all took place between 2021 and May, 2022.
During that time, according to his plea agreement, Frock posed a teenage boy or teenage girl using a variety of aliases. He communicated with users between the ages of nine and 17 years. Federal prosecutors say Frock used internet-based accounts and aliases to persuade, induce and coerce these children to produce and send him images and videos of themselves in sexually explicit activities. On at least one occasion, the US Attorney’s Office says Frock distributed a sexually explicit video of minor boy, and sent images of his own genitalia to minors to induce them to reciprocate. .
Frock is scheduled for sentencing on April 16th, 2024 at 11:00 AM.. The US Attorney’s Office says he could receive a mandatory minimum of 15 years in federal prison, and a maximum of 30 years for sexual exploitation of a child to produce child pornography. .
Frock remains detained on related state charges.
The US Attorney’s Office says this case was brought about as part of Project Safe Childhood. It’s a nationwide initiative which began in May, 2006 by the US Department of Justice to combat child exploitation and abuse. Led by US Attorney’s Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood brings together federal, state and local resources to identify, apprehend and prosecute individuals who sexually exploit children, and identify and rescue victims.
