These cases now move to Circuit Court.
Frederick Md (KM) The Frederick County Grand Jury returned ten indictments on Friday. One was against Thomas Dontrell Smallwood, 38, of Cumberland who is charged with possession with intent to distribute fentanyl and cocaine. He was arrested following a traffic stop on Tuesday, July 8th, 2025 on Interstate 70 in Frederick County. The Sheriff’s Office says Smallwood was a passenger in the vehicle who had 45.7 grams of suspected fentanyl, and 8.4 grams of suspected crack cocaine on his person.
The Grand Jury also indicted these other individuals:
*Kei Mauri Sincere Oney, 18, of Taneytown, Md., who is charge 1st-degree assault; two counts of 2nd-degree assault; theft between $100 and $1500 and a crime of violence against a pregnant person for an offense which occurred on July 28th, 2025.
*Dennis William Eckes, 58, of Mount Airy, Md., who is charged with 1st-degree assault and 2nd-degree assault for an offense which occurred on May 31st, 2025.
*Steven Dean Cook, 39, of Taneytown, Md., who is charged with 1st-degree assault; two counts of 2nd-degree assault; and two counts of reckless endangerment for an offense which occurred on August 12th, 2025.
*Xavier Achilles Dennie, 19, of Frederick, Md., who is charged 2nd-degree rape; 3rd-degree sex offense on a helpless and impaired individual; 4th-degree sex offense involving contact; 4th-degree sex offense involving a sex act; and 2nd-degree assault for an offense which occurred on May 15th, 2025.
*Luis F. Murillo-Villanueva, 29, of Columbia, Md, who is charged 1st-degree assault; and use of a firearm in a felony or violent crime for an offense which occurred on June 15th, 2025.
*Garret Michael Shaffer, 26, of Myersville, Md, who is charged with two counts of 3rd-degree sex offense involving a helpless or impaired individual; 4th-degree sex offense involving contact; and 2nd-degree assault for offenses which took place between January 1st, 2024 through September 24th, 2024.
*Anastassia Jean Pard, 27, of Frederick, Md who is charged with 1st-degree assault; 2nd-degree assault and reckless endangerment for an offense which occurred on August 15th, 2025.
*Bobby Jo Andoh, 33, of Frederick, Md who is charged with 1st-degree assault; 2nd-degree child abuse by a custodian; 2nd-degree assault; and reckless endangerment for an offense which occurred on July 21st, 2025.
*Javon Donte Bowie, 33, o Frederick, Md, who is charged with distribution and possession with intent to distribute cocaine; and distribution and possession with intent to distribute Cannabis for an offense which occurred on July 22nd, 2025.
These cases now go to the Circuit Court where trial dates will be scheduled.
The Frederick County State’s Attorney’s Office says indictments are charging documents alleging criminal conduct, and all defendants are innocent until proven guilty.
