He says he wants to bring more state tax dollars back District Four.

Frederick, Md (KM) Frederick County Councilman Jerry Donald says he’s running for State Delegate from District Four. He says he decided to run so he could try to bring back more state tax dollars to the county. “We’re doing a lot in Frederick County to try to get schools and get things like that built. And we have forward funded, for example, Brunswick High School. But we need the state to come up with its share of the money,” he says.
And he says the incumbent delegates from District Four have not brought back enough of the state’s tax dollars to Frederick County. “And in fiscal ’26–this fiscal year–the delegates in District Four have only brought back $175,000 to the district. The delegates in District Three, that’s Frederick city, brought back over $12-million,” he said. “We need to bring our tax dollars back to our district and I think I can do that.”
He didn’t name names, but the three Delegates representing District Four are Republicans Barrie Ciliberti, Jesse Pippy, and April Fleming Miller.
Councilman Donald was asked how he will work in Annapolis to bring back tax dollars to District Four if he’s elected. “Working inside the tent of the Democratic Party. I hope to have a voice in that. I hope to have a voice in the budget. And in doing so, I will advocate, advocate, advocate for things like Brunswick High School. That is my focus to bring back dollars to Frederick County for District Four,” he says.
Donald says he will be pushing for money for a replacement the Brunswick High School building.
“In tight budget time, if you’re not inside the tent, if you’re not inside working with people, if you’re not willing to vote for the budget, you will get nothing back That’s just the way it is. and we can see that in the results in the delegates from District Three compared to the delegates from District Four,” Donald continues.
The Delegates from District Three are Democrats Kris Fair, Ken Kerr and Karen Sampson.
Donald has been Councilman since 2014, and is in the middle of his third term in office. But he says being a delegate is not that much different. “The job is essentially the same in that it’s advocating for the people you represent. If you look at my district, I have a pretty good reputation for bringing things back to my district,” he says.
They include the construction underway on a new combination Middletown Elementary and Middle School; He also lists some park renovations, and a new skate park. There’s also new fire hall and a new library in Middletown. “I advocate strongly to bring things back to the district I represent, and that’s what I would do in Annapolis,” Donald says.
Councilman Donald is holding an event at Middletown Park at 7628 Coblenz Road on Sunday, October 5th to launch his candidacy. It will be from 1:00 PM to 3:00 PM..
Other candidates running for District Four delegates include Democrat Alleria Stanley, Republican incumbents Jesse Pippy and April Fleming Miller, and GOP newcomer Jason Keckler.
The 2026 Primary Election day is June 23rd. General Election day is November 3rd, 2026.
