One was a man police describe as actively engaged in drug trafficking and distribution.

Frederick, Md (KM) The Frederick County Grand Jury returned seven indictments on Friday; one was against a person Frederick Police describe as a man who was actively engaged in illegal trafficking and distribution of drugs. The panel charged Axel Angulo-Llactas, 28, with distribution of a large amount of cocaine, possession with intent to distribute cocaine, possession of paraphernalia (a digital scale) and altering physical evidence as part of a criminal process..
Llactas was arrested on November 25th at his home on Partner’s Court by Frederick Police and the Sheriff’s Officer which were serving a search warrant. Authorities say they found, 1225.9 grams of cocaine, $2,599 in cash, and several pieces of high end jewelry. The estimated street value of the cocaine exceeds $100,000, according to police.
Other indictments returned by the Grand Jury:
*Jose Cruz-Pantoia-Rubio, 42, of Keymar, Md, who is charged with sex abuse of a minor; and two counts of 3rd-degree sex offense for a child under 14 for an offense which occurred on September 28th, 2025.
*Lance Allen Greer, 42, of Frederick who is charged with 1st-degree assault; three counts 3rd-degree assault; and one count of reckless endangerment for an offense which occurred on November 8th, 2025.
*Tylee Andrew Lipscomb, 20, of Frederick who is charged with 1st-degree assault; 2nd-degree assault,; and reckless endangerment for an offense which occurred on November 8th, 2025.
*Demond Montez Tyler, 50, of Frederick, who is charged with possession with intent to distribute cocaine; firearm use in drug trafficking; possession of firearm with a felony conviction; illegal possession of regulated firearms;; possession of cocaine, and illegal possession of ammunition for an offense which occurred on November 18th, 2025.
*Evelio Moises Diaz, 32, of Frederick, who is charged with 1st-degree assault; 2nd-degree assault and false imprisonment for an offense which occurred on November 12th, 2025.
*Daniel Scott Scruggs, 35, of Frederick, who is charged with two counts of 1st-degree assault; two counts of 2nd degree assault; two counts of reckless endangerment; and one count of false imprisonment for offenses which occurred between October 31st, 2025, and November 10th, 2025.
These indictments move these cases to the Circuit Court where trial dates will be scheduled.
The Frederick County State’s Attorney’s Office reminds residents that indictments are charging documents alleging criminal conduct, and all defendants are innocent until proven guilty.
